White space ok FCC
The FCC has released a report and proposed rule making in its 2004 proceeding dealing with the authorization of unlicensed devices to operate in the spectrum currently set aside for TV broadcasting.

TelecomView is tracking the market for Software Defined Radio and Cognitive Radio technologies that will allow spectrum to be shared amongst applications leading to market led spectrum allocation, especially following the Digital Dividend.
